Short version: there are two editions. Standard costs 79.99 euro, Ultimate 99.99, the gap is twenty euro and it buys cosmetics plus a slice of game content. A boxed version exists, with no disc inside it. Pre-orders have been open since 25 June, and nine buyers out of ten take the expensive one.
Below is what sits in each, where those prices come from, and why in this particular case the decision has to be made before release rather than after.

What is in each edition
Rockstar showed the cover art and the editions on 18 June 2026 and opened pre-orders a week later.

The pre-order bonus is identical on both. The Vintage Vice City Pack is a set of items in the spirit of Vice City from 2002 and its lead Tommy Vercetti, a wink at anyone who played it twenty four years ago.

What it costs in Europe
In the PlayStation Store on 3 September 2026 the standard edition is 79.99 euro and Ultimate is 99.99. In the United States the standard edition sells for 79.99 dollars, so for once Europeans are paying roughly the same number rather than half again as much, which is exactly what happened to graphics cards.
One detail worth knowing up front. The store lists a separate "Ultimate Edition upgrade" item and on 3 September it is unavailable. So the plan of buying standard and topping it up with twenty euro later does not work right now. It may start working after release, but nobody has promised that.

Nine out of ten take the expensive one
By Sensor Tower's estimate 89 percent of pre-orders are the Ultimate Edition. For comparison, the premium edition normally takes about half of pre-orders and ten to twenty percent of buyers overall.
Take-Two calls the pre-order numbers unprecedented, Newzoo counted 260 million dollars in the first seven days and predicts 37 to 51 million copies in the launch week. The forecast is somebody else's and deserves to be treated as a forecast, but the order of magnitude is clear.

There is a box, there is no disc in it
Physical editions reach shops on 12 November, a week ahead of the game, so the download can be done in advance. Inside the box is a download code. No disc.
Rockstar's motive is easy to read. A disc is a finished copy of the game in other people's hands a week before launch, and after last year's stolen build the studio is insuring itself against everything at once. Resale closes as a side effect.
The other side effects are just as easy to read. You cannot resell the game, lend it to a friend, or put it on a shelf in a way that will still boot in ten years. Some retailers refused to stock it over exactly that, and players and press ran a separate row about content being split between editions.
The whole industry is going through this at once, curiously. CD Projekt has promised a box for Witcher 4 even if there are no discs in it, and explained it the opposite way round: so that people are left with an object they can put on a shelf.

No microtransactions at launch
Rockstar separately confirmed to Kinda Funny that neither edition will have microtransactions at launch. Given what GTA Online turned into, that is a substantial promise, and the words "at launch" are in it for a reason.
The same conversation produced a line about there being no generative AI in the game. For a studio with thousands of people in the credits that reads as a statement of position rather than a technical detail.

Order now or wait
My position is simple. Pre-ordering a digital copy buys you no discount and no guarantee of getting one, because digital copies do not run out. The only thing early money gets you is the Vintage Vice City Pack.
So the question is not whether to pre-order but which edition to take. And that is where waiting does not help: the upgrade from standard to Ultimate is currently unavailable. If you want the extra content, buy Ultimate now. If you are not sure you need more cars and more tattoos, buy standard and stop thinking about it.
And the thing people ask about most: there is no PC edition in any of this, because a PC version does not exist even as a plan.
