No, there is no Prime version of Nokko yet. Primes usually arrive about two years after the original and strictly in order, so the turn will come, but nobody can promise a date.
Where the blueprints come from

Main and component blueprints drop from Deepmines bounties, components as an uncommon reward and the main one as rare. Access opens after The New War. The route without the roll: Nightcap in Fortuna sells them for Fergolyte, which comes from those same bounties. A component costs 160, the main blueprint 240, the whole set 720. Buying needs Rank 4 Gardener with Nightcap.
What it is built from

It builds like every other frame: three parts, then the main blueprint over them. Components run in the Foundry at the same time, so from the first click to a finished frame it is roughly 84 h: twelve for the parts and 72 for the Warframe itself.

Where to farm the resources

There is exactly one bottleneck here, and it is Thermal Sludge: the recipe wants 30 and it will not pile up on its own. Orb Vallis, from Coolant Raknoids and the Thermia Fractures event. Second heaviest is Argon Crystal at 2. Void only, and it decays 24 hours after you pick it up. Farm it last, right before you press build. Everything else accumulates while you play and needs no special trip.

Nokko builds around cards and summons: he calls helpers and stacks buffs that stay up while the squad keeps moving.
The numbers look like this: no mastery rank requirement, roughly 84 hours from the first foundry press to a finished frame, and 70 000 credits across all the builds together.
Recent enough that the meta has not settled. Worth farming if you like collecting mechanics.
