Is there a Koumei Prime

No, there is no Prime version of Koumei yet. Primes usually arrive about two years after the original and strictly in order, so the turn will come, but nobody can promise a date.
Where the blueprints come from

Main and component blueprints drop from Shrine Defense on Saya's Visions, Earth. Access opens after Saya's Vigil and Once Awake. The route without the roulette: Koumei's Shrine in Cetus sells the same blueprints for Fate Pearls, dropped by the Infested Oni at the end of Shrine Defense, 14 to 18 a run and 20 to 24 on The Steel Path. A component costs 55, the main blueprint 165, the whole set 330.
What it is built from

The build runs in four passes: three components at twelve hours each, then the frame itself. Components run in the Foundry at the same time, so from the first click to a finished frame it is roughly 36 h: twelve for the parts and 24 for the Warframe itself.

Where to farm the resources

There is exactly one bottleneck here, and it is Iradite: the recipe wants 50 and it will not pile up on its own. Plains of Eidolon, mined from blue ore veins in the cliffs. Second heaviest is Grokdrul at 30. Plains of Eidolon, from Grineer containers and canisters around the camps. Everything else accumulates while you play and needs no special trip.

Koumei gambles: her abilities roll dice, and a good roll turns a normal mission into a shower of extra drops.
The numbers look like this: no mastery rank requirement, roughly 36 hours from the first foundry press to a finished frame, and 70 000 credits across all the builds together.
Fun and genuinely useful for farming. If random outcomes annoy you, she will annoy you every single mission.
