Is there a Kullervo Prime
No, there is no Prime version of Kullervo yet. Primes usually arrive about two years after the original and strictly in order, so the turn will come, but nobody can promise a date.
Where the blueprints come from
Kullervo's blueprints are sold by Acrithis in the Dormizone for Kullervo's Bane: 15 for the main one and 9 per component, 42 in total. The Banes drop from beating the Kullervo boss and from completing the Spiral, meaning killing the Orowyrm, in Duviri. He shows up on the island called Kullervo's Hold, which only spawns on Anger, Sorrow and Fear spirals in The Duviri Experience. Talk to The Warden and take the fight in the flooded arena.
What it is built from
The Foundry wants four runs: three components first, the final assembly after. Components run in the Foundry at the same time, so from the first click to a finished frame it is roughly 84 h: twelve for the parts and 72 for the Warframe itself.

Where to farm the resources
Look at Pathos Clamp first. The recipe asks for 10, and you will have to go and get it deliberately. Duviri, from the Orowyrm fight at the end of a Circuit or Undercroft run. Everything else accumulates while you play and needs no special trip.
