What Microsoft actually said

The statement came at IFA in Berlin from Mark Linton, Corporate Vice President of Windows and Devices. His words on the specific point: the company is optimising so that 8 gigabytes of RAM runs great on machines as well.
Around it he listed the other things being worked on: boot time, where he claims significant gains, and the responsiveness of Windows Hello. The changes arrive spread across the next few builds rather than as one update with a name.
Treat the framing carefully. This is a promise about direction, made on a stage, without a build number attached. What is concrete is the mechanism underneath it.
The Low Latency Profile, and where the 40 percent comes from
The concrete part is a feature called the Low Latency Profile, and it is being expanded to more applications.
What it does is blunt and rather clever. When an application launches, Windows pushes the processor to its maximum frequency for one to three seconds, then lets it settle. Launching is the moment a computer feels slowest, and it is also short, so a brief burst costs almost nothing in heat or power while changing how the machine feels.
Until now this applied only to Microsoft's own built in applications. On those, Edge and Outlook among them, launches came out about 40 percent faster in testing. Extending it to other software is what makes this news rather than trivia.
Why 8 GB is suddenly worth Microsoft's attention
Because the bottom of the laptop market did not go away. Entry level machines still ship with 8 GB, people still buy them, and Windows 11 has spent years feeling heavy on exactly that hardware.
There is also a less flattering reason. Memory prices are climbing hard right now, with consumer DRAM forecast to rise the most of any segment this quarter. When RAM gets expensive, 8 GB machines stop being a legacy problem and start being next year's product line. Making the operating system lighter is cheaper than putting more memory in the box.
What it means for you
- This is about feel, not frames. Faster app launches and quicker boots do not add a single frame in a game. If your complaint is performance in games, this is not the fix.
- The gain is largest where the wait is longest. A brief clock boost helps most on a slow processor with a slow drive, which is exactly the 8 GB laptop this is aimed at.
- Nothing to install or enable. It arrives through ordinary updates over the coming builds, so the useful thing to do is simply keep updating.
