Is there a Citrine Prime

No, there is no Prime version of Citrine yet. Primes usually arrive about two years after the original and strictly in order, so the turn will come, but nobody can promise a date.
Where the blueprints come from

The main and component blueprints drop from Rotation C of Mirror Defense on Tyana Pass, Mars, which opens after Heart of Deimos. If you would rather not roll dice, Otak in the Necralisk sells the same blueprints for Belric and Rania Crystal Fragments, which fall from that same Mirror Defense. Neuroptics and Chassis cost 350 of each fragment, Systems 350 Rania and 300 Belric, the main blueprint 500 and 500. That is 1,550 Rania and 1,500 Belric for the full set. Building also needs Stellated Necrathene, which requires Rank 2 Acquaintance with the Entrati.
What it is built from

The usual order: three components in parallel, then the Warframe on top of them. Components run in the Foundry at the same time, so from the first click to a finished frame it is roughly 84 h: twelve for the parts and 72 for the Warframe itself.

Where to farm the resources

There is exactly one bottleneck here, and it is Cryotic: the recipe wants 1200 and it will not pile up on its own. Excavation missions only. Hieracon on Pluto is the standard, and it hands out relics at the same time. Second heaviest is Argon Crystal at 2. Void only, and it decays 24 hours after you pick it up. Farm it last, right before you press build. Everything else accumulates while you play and needs no special trip.
