Is there a Uriel Prime
No, there is no Prime version of Uriel yet. Primes usually arrive about two years after the original and strictly in order, so the turn will come, but nobody can promise a date.
Where the blueprints come from
The main blueprint is a reward for The Old Peace. Components drop in Roathe's Oblivion on Infernium 21 in The Descendia. The other route: Roathe in La Cathedrale, Sanctum Anatomica, sells the blueprints for Maphica, mined in the same place. A component costs 25 Maphica, the main blueprint 75, the whole set 150.
What it is built from
It builds like every other frame: three parts, then the main blueprint over them. Components run in the Foundry at the same time, so from the first click to a finished frame it is roughly 84 h: twelve for the parts and 72 for the Warframe itself.

Where to farm the resources
Uriel has no real resource bottleneck: everything on the list piles up while you play. The only item worth a deliberate trip is Orokin Cell, and you need 1. Gabii on Ceres is still the fastest place to farm them, with Deimos as the alternative.

Uriel fights with light and judgement: his beams punish whatever he has marked and the marks travel between targets.
